Criminologist Akinee Harry is questioning whether Trinidad and Tobago has the capacity to properly monitor offenders and implement a proposed probation system on a larger scale.

Harry made the comment in response to proposed probation legislation, which seeks to shift aspects of the criminal justice framework away from punitive measures and towards structured rehabilitation.
