The Office of the Chief Secretary has extended its deepest condolences to the family, friends and loved ones of the late Allan Richards, describing him as a distinguished public servant, visionary businessman and proud son of Tobago whose lifelong contributions helped shape the island’s development.
Richards began his tenure with the Tobago House of Assembly (THA) on April 1, 1983, where he played an instrumental role in establishing the Planning Department. His service and leadership saw him rise through the ranks, serving as Clerk of the Tobago House of Assembly in 1988.
From 1996 to 2008, Richards served as the first Chief Administrator of the Tobago House of Assembly under Act No. 40 of 1996, providing what the Office of the Chief Secretary described as steadfast leadership and making significant contributions to the advancement of public administration in Tobago.
