A PROCEDURAL ruling by House Speaker Jagdeo Singh has triggered a challenge from Opposition Chief Whip Marvin Gonzales, who says parliamentary practice does not require a member to repeat the words “I beg to move” after piloting a motion in his name.
The Member of Parliament’s motion was stopped from going to the floor last week Friday because he did not explicitly repeat the words “I beg to move” at the end of his 45-minute contribution.
Speaking at a news conference at the Office of the Leader of the Opposition in Port of Spain yesterday, Gonzales accused Singh of preventing an important motion concerning the country’s water supply from being debated in Parliament.
