Just days before the April 28, 2025 general election, the former People’s National Movement (PNM) government approved a Cabinet note significantly slashing the prices of Housing Development Corporation (HDC) apartments at Victoria Keyes, Diego Martin.
According to Cabinet notes obtained by the Express, on April 10, 2025, the Cabinet—then led by former prime minister Stuart Young—agreed to reduce the selling prices of unsold housing units at Victoria Keyes.
The note recommended lowering the prices, stating that despite “rigorous marketing and advertising campaigns” by the HDC, 113 housing units in the development remained unsold as of January 31, 2025.
