‘Spy chief’ invokes right against self-incrimination over destroyed records in Mohameds’ extradition hearing

(Kaieteur News) – Head of the Guyana Police Force (GPF) Special Branch, Senior Superintendent Prem Narine, invoked his right against self-incrimination when pressed under cross-examination regarding the destruction of operational notes.

This came after defence attorney Siand Dhurjon questioned Narine on whether the Police Force maintains a formal destruction register or record for disposed intelligence materials. Narine initially refused to answer, citing legal counsel. When Dhurjon pressed further on the exact grounds for his refusal, Narine acknowledged under oath, “I was legally advised not to answer any question that would allow me to face criminal charges based on the secrecy.” Asked directly by Dhurjon if he was exercising his right against self-incrimination, Narine responded, “Yes, sir.”

The invocation triggered legal sparring over witness compellability and court authority. Dhurjon requested that the public be temporarily cleared, submitting that a witness in a statutory inquiry cannot simply refuse to answer questions on cross-examination by asserting self-incrimination.
