Commissioner of Police Allister Guevarro recommended a state of emergency (SoE) be declared yesterday because of intelligence that a dangerous new organised crime syndicate (OCS) was operating in Trinidad and Tobago.
Speaking during a news conference at the Police Administration Building in Port of Spain, Guevarro said the syndicate comprises both incarcerated individuals and external operatives, including members of law enforcement, and is planning and executing criminal activities including assassinations, robberies, and kidnappings.
