The North West Regional Health Authority (NWRHA) is investigating allegations that its then chief executive officer, Anthony Blake, signed a $91.5 million security contract with SWAT Estate Police Co Ltd in December 2025 before the legally required procurement process had begun and without board approval.

While Blake denies any wrongdoing, insisting the document related to a separate interim contract worth just $717,342, the acting CEO says the agreement was unlawful, has since disappeared, and is now the subject of a whistleblower complaint and internal scrutiny.

The Sunday Express has obtained a document bearing what appears to be the signature of then-NWRHA chief executive officer Anthony Blake on a contractual agreement between the authority and SWAT Estate Police Co Ltd. The document, also signed by an NWRHA employee as a witness, is dated December 19, 2025.
