A LUCRATIVE underground economy has taken root behind the walls of Trinidad and Tobago’s prisons, where cigarettes, drugs and cellphones command exorbitant prices, and where senior law enforcement sources say the proceeds and influence generated inside may extend far beyond the prison walls.
Senior police and prison officials investigating the entrenched trade have concluded that seizing contraband does little to tackle the underlying problem.
The real battle, they say, is over the supply chain.
