Security consultant Garvin Heerah says the country's existing systems are not equipped to adequately address the issues surrounding the return of deportees.
Heerah maintains that a coordinated, multi-agency approach is necessary, not just airport interviews or basic immigration processing.
He told Guardian Media that individuals must be subjected to thorough screening, including criminal background verification with international partners—especially U.S. authorities—to identify any prior incarceration, sex offender status, or gang affiliations.
