Se­cu­ri­ty con­sul­tant Garvin Heer­ah says the coun­try's ex­ist­ing sys­tems are not equipped to ad­e­quate­ly ad­dress the is­sues sur­round­ing the re­turn of de­por­tees.

Heer­ah main­tains that a co­or­di­nat­ed, mul­ti-agency ap­proach is nec­es­sary, not just air­port in­ter­views or ba­sic im­mi­gra­tion pro­cess­ing.

He told Guardian Me­dia that in­di­vid­u­als must be sub­ject­ed to thor­ough screen­ing, in­clud­ing crim­i­nal back­ground ver­i­fi­ca­tion with in­ter­na­tion­al part­ners—es­pe­cial­ly U.S. au­thor­i­ties—to iden­ti­fy any pri­or in­car­cer­a­tion, sex of­fend­er sta­tus, or gang af­fil­i­a­tions.
