(Kaieteur News) – The leaked proposal for the salvage of the MV Barima reeks of the same secrecy and backdoor dealings that have become all too familiar in Guyana.
If the Government had already invited a Dutch company to submit an US$8 million proposal days before publicly advertising for bids, then what exactly was the purpose of the later Request for Proposals? Was it genuine competition or merely a stage-managed exercise to create the illusion of transparency?
