While retired fire officer Siewnarine Ramsaran dedicated 43 years of his life to the Trinidad and Tobago Fire Service (TTFS), his ambition was frustrated because of the failures of the Public Service Commission (PSC), the body tasked with ensuring that competencies are recognised and rewarded.

In September, Ramsaran secured victory at the Privy Council, which ruled that his constitutional right to the protection of the law had been breached when he was repeatedly passed over for promotion.
