Every rainy season in Trinidad and Tobago brings dread to many residents as they anticipate flooded homes, ruined crops and blocked roads.

Civil engineer Ken Dalchand believes the solution is neither far-fetched nor unaffordable.

He says it simply requires the political will to act.
