President Christine Carla Kangaloo has approved a sweeping reassignment of ministerial responsibilities on the advice of Prime Minister Kamla Persad-Bissessar, with major changes affecting the portfolios for Homeland Security and Public Utilities.
Under the new arrangements, which took effect on 3 October 2025, the Minister of Homeland Security, Roger Alexander, is now responsible for the Prison System, while the Minister of Public Utilities, Barry Padarath, has been given oversight of Power Generation, including Trinidad Generation Unlimited (TGU) and POWERGEN.
The changes were formalised in Gazette No. 146 of 2025, published on Saturday, 4 October, which also recorded a wide-ranging reshuffle across multiple ministries. The reassignment exercise was carried out under section 79(1) of the Constitution of the Republic of Trinidad and Tobago, granting the President authority to assign ministerial duties on the advice of the Prime Minister.
