FORMER chairman of the Police Service Commission Bliss Seepersad has been found liable for misfeasance in public office after she unilaterally withdrew the Order of Merit List which had placed Gary Griffith at the top for reappointment as Commissioner of Police and later directed him to stay away from work without the commission’s approval.
In a judgment delivered on Wednesday, Justice Kevin Ramcharan ruled that Seepersad acted outside her authority as chairman in relation to both decisions and ordered her to pay Griffith $250,000 in damages for injury to his reputation.

The award includes an uplift for aggravated damages. Seepersad was also ordered to pay interest at 2.5 per cent per annum from the date the claim was filed and Griffith’s costs on the prescribed scale.
