A 74-year-old pensioner was shot and killed by an off-duty police officer early Friday morning in Mt St George, Tobago—less than six weeks after another man was fatally shot by police while handcuffed.
The deceased has been identified as Frank Alan Sandy of Windsor Road, Mt St George.
