Dharamkumar Seeraj was recently accredited as the Non-Resident High Commissioner of the Co-operative Republic of Guyana to Sri Lanka. Seeraj, who is currently serving as Guyana’s High Commissioner to India, presented his Letter of Credence on Tuesday to the President of the Democratic Socialist Republic of Sri Lanka, Anura Kumara Dissanayake. During the occasion, High Commissioner Seeraj reaffirmed Guyana’s commitment to further strengthening the bonds of friendship, cooperation and collaboration between the two countries. Guyana and Sri Lanka established diplomatic relations on July 14, 1974, and continue to maintain active cooperation across areas of mutual interest. In a brief statement following the appointment of Seeraj as well as several other diplomats at the Presidential Secretariat in Colombo on Tuesday, President Dissanayake extended congratulations to all the new envoys and invited them to work closely with Sri Lanka to further strengthen the longstanding bilateral relations and cooperation between their countries.

Meanwhile, following his accreditation, High Commissioner Seeraj engaged the Sri Lankan Foreign Affairs, Foreign Employment and Tourism Minister, Vijitha Herath. According to Herath, “Our discussion focused on further strengthening the longstanding friendship between Sri Lanka and Guyana and expanding cooperation in trade, investment, tourism and other areas of mutual interest. As current High Commissioner of Guyana to the Republic of India, Seeraj is stationed in New Delhi from where he is now concurrently accredited to Sri Lanka. Guyana’s last diplomat to Sri Lanka was Charrandass Persaud, who accredited in December 2021. At the time, Persaud was also serving as Guyana’s High Commissioner to India – post which he was forced to vacate in October 2022 following a controversial encounter with an Indian resident.

Following years of both offices being vacant, Seeraj, a long-standing Guyanese politician and parliamentarian, was accredited as a diplomat in India back in February 2025 by Indian President Smt. Drupadi Murmu. President Murmu accepted the Letters of Commission and, in her remarks, highlighted that India and Guyana are connected by virtue of history and the strong bonds of culture, traditions, and shared values. She had also conveyed her Government’s intention to further strengthen relations between Guyana and India. High Commissioner Seeraj is Guyana’s eight High Commissioner to India since the establishment of diplomatic relations in 1966.
