THE current process used by the Trinidad and Tobago Police Service (TTPS) for the promotion of officers from the rank of inspector to assistant superintendent of police (ASP) is so fundamentally flawed that it has to be voided and restarted, the High Court has ruled.
Justice Frank Seepersad said yesterday that from its inception, the promotion exercise was mishandled, so much so that it has “filled the Court with a sense of dread” as a flawed process can result in a circumstance where ill-suited officers may be promoted within the First Division of the service. Such a scenario can never serve the public interest, which requires sound and solid administrators within the TTPS”.
