The Office of Procurement Regulation (OPR) has flagged procurement breaches in the HDC’s cancelled $3.4 billion housing programme, raising concerns about contractor vetting, contract awards and public funds.
“Having reviewed the records, submissions and clarifications provided in relation to these procurement proceedings, a number of deficiencies were identified which constitute non-compliance with the Act, its objects, and the applicable Regulations,” the OPR stated in a report dated July 1.
The report was released following a Freedom of Information request by attorney Randall Mitchell.
