An official of the Trinidad and Tobago Housing Development Corporation (HDC), who is believed to have close personal ties to two contractors, is suspected of colluding with them in awarding millions of dollars in contracts under the controversial $3.4 billion housing programme.
Based on this submission by a whistleblower, shortly after the public-private partnership contracts were announced by the HDC, the Office of Procurement Regulation (OPR) instructed the State entity to suspend the programme pending a full review of the procurement process following several complaints.
