The opening of The University of the West Indies (UWI) Penal-Debe Campus in its entirety will not be possible without significant capital expenditure, says Member of Parliament (MP) for Oropouche East Dr Roodal Moonilal.
He said this was necessary because of the horrific state of disrepair of the facility since construction work stalled in 2016.
Moonilal, who is also Energy Minister, said the campus would require significant funds to renovate, rehabilitate and refurbish it.
