Niger­ian in­te­grat­ed en­er­gy com­pa­ny, Oan­do Plc, was yes­ter­day named as the pre­ferred bid­der to lease the Guaracara re­fin­ery in Pointe-a-Pierre, based on a rec­om­men­da­tion by an eval­u­a­tion com­mit­tee.
