FORMER Housing Minister Dr Roodal Moonilal has been accused of acting as a “shadow director” of the Estate Management and Business Development Company Ltd (EMBD) in the State’s amended statement of case against a group of contractors and Moonilal.

On Tuesday, Justice Frank Seepersad was informed of expanded claims against the defendants, as detailed in the amended statement of case.

The court documents in the civil claim cites Moonilal as EMBD’s “shadow director”, alleging he provided instructions to two senior EMBD officials regarding the award of contracts and payment of funds.
