(Kaieteur News) – Guyana got a report for everything. If a government office buy a box of pencils, somebody does write report. If de pencil sharpen, another report does come. If de pencil break, well, that is serious business — committee got to investigate and another report does follow.
By the time the report reach the Permanent Secretary, the pencil done retire.
