'COME forward. In fact, I am encouraging them to come forward,' said David West, head of the Police Complaints Authority (PCA).
His remark was directed to the relatives of three men killed by police on Wednesday.
The two killed in Valencia were identified as Stephon Lopez, aka Stephen Perkins, and Deshawn Brown, while the third man who was killed in Tacarigua was identified as Jessie Belcon.
