WHILE the state of emergency (SoE) has seen successes in the fight against crime, one criminologist is arguing that it does not deal with the underlying causes of criminal behaviour.

'First, let me be clear that while the SoE is indeed related to a reduction in crime, I think we have long established that it certainly does not get at root causes, so we need something beyond the SoE,' Dr Randy Seepersad said while speaking with the Express yesterday.
