PRIME Minister Kamla Persad-Bissessar blamed Stuart Young, former minister of national security, for the amalgamation of criminal gangs behind prison walls, speaking in the House of Representatives on July 28 on a motion to extend the State of Emergency (SoE) by another three months.
The SoE has been called amid claims that a criminal alliance has drawn up a hit-list of public officials, particularly those administering the criminal justice system.
Persad-Bissessar said Young had put all the criminal kingpins in one unit known as building 13 at the Maximum Security Prison.
