Many moÂtorists comÂplained of conÂfuÂsion and lengthy waitÂing peÂriÂods, sayÂing the sudÂden rush has overÂwhelmed both inÂspecÂtion staÂtions and liÂcensÂing ofÂfices. The inÂflux folÂlows the reÂcent imÂpleÂmenÂtaÂtion of highÂer penalÂties for exÂpired cerÂtifiÂcates and docÂuÂmenÂtaÂtion, promptÂing thouÂsands to try to regÂuÂlarise their veÂhiÂcles at once.
Among them was driÂver Daniel RavÂelÂlo, who said he arÂrived earÂly yesÂterÂday at the San FerÂnanÂdo ofÂfice, hopÂing to comÂplete his transÂacÂtion, but inÂstead enÂcounÂtered deÂlays and unÂcerÂtainÂty.
