(Kaieteur News) â Appearing on Tuesdayâs broadcast of Politics 101 with Dr. David Hinds, veteran GECOM opposition nominated Commissioner Vincent Alexander rejected claims that a change in the leadership of the parliamentary opposition grants an automatic right to recall and replace sitting commissioners. Interviewed by host, Dr. David Hinds MP, Alexander argued that the countryâs supreme law intentionally insulates commissioners from political whims to preserve the integrity of the electoral process.
The debate hinges on a core interpretation of the constitutional amendments enacted during the 2000â2001 reform process. Prior to 2001, electoral commissions in Guyana were temporary bodies convened strictly for the duration of an election cycle and dissolved three months post-balloting. The modern framework, however, established GECOM as a permanent institution.
According to Alexander, a fundamental legal distinction exists between a political ârepresentativeâ and a constitutional ânominee.â He explained that literary interpretation of a representative means you have a particular interest and you are not your own. Conversely, a nominee means that you are considered to be an appropriate person to fill the office, but you are not tied to anyone.
