JUSTICE Frank Seepersad has admonished the Office of the Director of Public Prosecutions (DPP) by expressing his “disappointment and dismay” over its failure to respond to a request for information by a former murder accused or even show up in court to defend its position.
The judge was highly critical of the stance taken by the office headed by DPP Roger Gaspard, SC, stating that the obligations under section 15 of the Freedom of Information Act (FOIA) were “not discretionary” and that the DPP’s “disregard of his statutory obligation” and failure to participate in the court proceedings was “unacceptable and only serves to undermine public trust and confidence.”
