FORMER People’s National Movement (PNM) minister and spouse of the late prime minister Patrick Manning, Hazel Manning, was on Monday defeated in her bid to be the San Fernando East constituency chairman, with Mon Repos councillor Nigel Couttier emerging victorious.
Couttier, who has served as a councillor for Mon Repos/Navet within the San Fernando City Corporation for two terms, saw his entire slate succeeding in the October 12 election, the Express was told.
Elections officer Indar Parasram told the Express yesterday that Couttier had defeated Manning by 29 votes, with 51 votes being cast in total.
