AN attempt by a Trinidadian man, who was seeking leave to petition the Privy Council against his extradition to the United States, has been shot down by the Court of Appeal.
Three justices at the Appeal Court in Port of Spain yesterday refused to grant conditional leave to Shurlan “Chalkie” Guppy, 48, who is wanted in the US on 11 charges of drug trafficking in the Eastern District of Pennsylvania.
While this was so, attorney Ravi Rajcoomar, SC, one of the attorneys representing the State, gave an undertaking to Justices Mark Mohammed, Peter Rajkumar and Ronnie Boodoosingh, that no steps would be taken to extradite Guppy within the next 56 days.
