FORMER prime minister Dr Keith Rowley has emerged victorious in a protracted 16-year legal battle over land at the Alma Estate in Tobago, with the Privy Council overturning a previous Court of Appeal decision.

The ruling by this country’s highest court yesterday effectively restores the original High Court judgment in Rowley’s favour.

The dispute originated in 2009 when Christo and Jocelyn Gift initiated legal action against Rowley and Marcelle Latour, daughter of late landowner Frank Latour.
