The Office of the Procurement Regulation (OPR) stepped in last week to stop the HDC from delivering $3.4 billion worth of contracts after former prime minister Stuart Young called for a criminal investigation into what he described as a “cartel-type” abuse of public funds. Young alleged that the state housing authority used selective tendering to bypass transparency and direct contracts to a handpicked group of contractors.
