But in the final weeks of August, events took a dramatic turn when the United States began a naval build-up in the southern Caribbean, a development that would dominate headlines for the rest of the year and raise regional concerns.
On August 18, news broke that the United States had deployed three Aegis guided-missile destroyers, the USS Gravely, the USS Jason Dunham and the USS Sampson, to waters off Venezuela.
