Un­der the swel­ter­ing mid­day sun, hun­dreds of mi­grants—in­clud­ing moth­ers clutch­ing tod­dlers—stood be­neath tents out­side the Ato Boldon Sta­di­um in Cou­va yes­ter­day, wait­ing to be processed as the Gov­ern­ment be­gan its in-per­son mi­grant reg­is­tra­tion ex­er­cise.

Some mi­grants had ar­rived be­fore dawn.
