LONDON (AP) — Prime Minister Andy Burnham acknowledged his precarious perch Monday as the seventh British leader in just over a decade as he set out an ambitious but vague vision to create a new political and economic establishment.

Burnham used his inaugural speech as prime minister to renew his theme of decentralising power, as he promised to end street sleeping by homeless people.

He said he would deliver a “circuit breaker” for a system he says has taken wrong turns since the 1980s, when many public services were privatised.
